Use new Android commandline build tools

When compiling using Docker, I see the following warning

The "android" command is deprecated.
For manual SDK, AVD, and project management, please use Android Studio.
For command-line tools, use tools/bin/sdkmanager and tools/bin/avdmanager
*************************************************************************

The build pipeline should be upgraded to use the new tools.
