geteduroam-cli should conflict geteduroam-gui and vice versa - or use different systemd service file names

geteduroam-cli and geteduroam-gui both provide the following file:

/etc/systemd/user/geteduroam-notifs.service

Which is a conflict - so both packages should either conflict each other in control or use different service file names.

Also this file is misplaced - systemd unit files provided by packages should be placed in /usr/lib not /etc.
