Reports PHP intl library as a requirement (maybe it is, but not documented?)

Installing Problems 2.2.2 replaced my website with the Problems report page stating "PHP intl (Internationalization Functions) is required but not installed". It's not listed as a requirement and as far as I know the website functioned fine without it prior to updating the Problems plugin.

It’s not a requirement. That’s a bug. Will look at it.
