When using Web Forms, if an attachment is bigger than the limit, there's a submission failure that can't be resolved

Expected Behaviour

It should be possible to close the dialog window.

Observed Behaviour

It is not possible to click on the "X" button to close the dialog which in this case blocks the whole form and the only thing possible is to refresh the page.

Reproduction Steps

Form (XML or XLSX file):

Steps:

1. Open link: https://staging.getodk.cloud/projects/205/forms/webAndAlign/submissions
2. Click on the New submission
3. Click on the choose image
4. Choose image larger than 100mb
5. Send submission

• OS: Ubuntu 20.04.5 LTS
• Web Forms version: v0.19.0

The modal is designed so that it cannot be closed:

• The retryModal's hideable property is set to false.
• Modal X button is disabled

The retry button's job is to resend the data, which it does well and makes sense in some cases. For this case in particular, the user might want to change the image, which is a different type of action.

For your information @matthew-white. This might require an extra action button ("resend", "close to fix") or enable the X button, which might be harder to find or less intuitive.
