Use bold formatting (**author**) instead of @ mentions in changelog preview comments to avoid pinging contributors when the preview is posted to PRs. Regular changelog generation still uses @ mentions.

Changelog preview comments on PRs were pinging all contributors mentioned in the changelog. This changes the author format from
