TODOs:

• Redirect from old "connect services" pages to new "distributed tracing" pages.- [ NOT_POSSIBLE] Remove the automatic bubble that is displayed over the word "tracing".
• Refactor Javascripts "Connect Services" into the new "distributed tracing" top level section.

Will be done in another PR:

• Document parent sampling decision in the context of the traces_sampler to avoid orphaned traces: Changing parent sampled flag breaks distributed traces.  #7265
