Unify all PyPI SPAMS packages

A quick search shows that there is numerous SPAMS-related packages on PyPI, namely:

• spams which is updated by this repository (v2.6.3.3)
• spams-mkl which is an empty shell linked to the previous one (that I keep for legacy reason)
• spams-bin by @samuelstjean (v2.6.4)
• python-spams by @daducci and @frheault (v2.6.1.11)

We could unify all releases to only keep spams linked tot this repository.

Intermediate steps:

• update the version number of this repository so that it is the highest (fixed by update version number to be higher than any mirror on PyPI #13 )
• complete Setup wheel pre-build and release for all platforms #4 (while the CI wheel pre-build for all platform is not up and running here, spams-bin should be kept, especially for the window wheels)

I second that! I think that having multiple versions is detrimental and generates confusion, so having just one spams package would be very much useful!
