Back in #2059 we tried to maintain compatibility for the Ubuntu 22.04 default version of Vulkan (1.3.204). Meanwhile #5311 uses VK_KHR_portability_enumeration content, precisely eEnumeratePortabilityKHR, which is only supported in Vulkan 1.3.208 and newer. Since we're only enabling portability enumeration for Apple devices we should be able to just guard it off for now.
