Recent bug indicated that the CI never builds any static libraries for GGML_SYCL backend. Since we have 2 SYCL dockerfiles, build one with static and one with dynamic (and write that to logs to help debug) Signed-off-by: Joe Todd <joe.todd@codeplay.com>
