ask_user tool disappeared

Describe the bug

there is not 'ask_user' tool anymore, even if I go 'plan' mode could not see them. is this something you have planned?

It's only available in plan mode I think (?) - would be nice to have it in every mode

it was available in all modes, as it is in VSCode.

But tools get lost so often that I reverted back to VSCode instead of CLI.

Which Copilot CLI version are you using? For me it works and I haven't seen an issue recently.
