Confirmed this. Was running the install with node@20 and it wasn't installing the copilot bin. Switched to node@24 and it worked.

I think the underlying issue is npm/cli#7704, i.e., that if your Node version doesn't match the package's compatible engines range, it falls back on an older version that does. Unfortunately we have an old placeholder package version 0.0.0 that claims to be valid for all Node versions.

Team: we should try to unpublish or deprecate the old package version so it won't pick it.
