Fix action release flow to Marketplace

What's being changed (if available, include any code snippets, screenshots, or gifs):

Fixes the flow for publishing an action to the marketplace for the first time. The wording on the checkbox changes slightly if a user has/has not accepted the Developer Agreement terms, so I made the instructions a little more generic to cater for both cases.

Check off the following:

• I have reviewed my changes in staging (look for the "Automatically generated comment" and click the links in the "Preview" column to view your latest changes).
• For content changes, I have completed the self-review checklist.
