I have asked my Daily Chronicle AW to create a discussion

It does that correctly:

BUT it claims that it couldn't, so it creates an issue:

This was intended to be a discussion, but discussions could not be created due to permissions issues. This issue was created as a fallback.
To enable discussions, ensure the repository has an Announcements category (announcement-capable) configured.
