Overly aggressive string sanitizer

While prepping a demo, I noticed some bugs in the CI Doctor workflow. Check out this issue (private repo): https://github.com/githubnext/aw-demo-app/issues/6

• The first version had broken emojis in the issue title and in the title line of the markdown. I manually fixed these, but you should be able to see them in the edit history.
• Location is "redacted"
• There are " in the failing code
