The "Smoke Claude" workflow was failing at the "Generate GitHub App token for APM dependencies" step because the GitHub App (vars.APP_ID) is not installed on github/gh-aw, returning 404.

Changes

smoke-claude.md: Remove the github-app block from dependencies — microsoft/apm-sample-package is a public sample package and doesn't require a GitHub App token; the default GITHUB_TOKEN suffices
smoke-claude.lock.yml: Recompiled — the Generate GitHub App token for APM dependencies step (and its GITHUB_TOKEN: ${{ steps.apm-app-token.outputs.token }} injection) are no longer emitted
