74% of workflows were carrying the same noop reminder prompt block inline, creating a large deduplication hotspot and unnecessary drift risk. This change centralizes that guidance into a shared workflow component and updates workflows to import it.

What changed
- Added a new shared component:
  - .github/workflows/shared/noop-reminder.md
- Replaced repeated inline noop reminder blocks in workflow markdown files with a shared import:
  - {{#import shared/noop-reminder.md}}
- Regenerated compiled workflow lock files to reflect updated markdown sources.
Result
- Removes a large repeated instruction block from workflow bodies.
- Makes noop reminder updates single-source going forward.
