The Design Decision Gate was exhausting max_turns on ADR-required PRs, preventing the ADR draft from being pushed and leaving safeoutputs empty. This updates the workflow budget to support the full ADR write+push path with buffer.

  • Workflow budget update

    • Increased Claude turn cap in design-decision-gate.md:
      • engine.max-turns: 5 → 10
    • Keeps the no-ADR path behavior unchanged while unblocking the ADR-required path.

  • Prompt/runtime consistency

    • Updated the embedded prompt guidance line to match the new cap:
      • Hard Turn Budget: 5 turns → 10 turns
    • Recompiled lock workflow so generated runtime config now carries:
      • --max-turns 10
      • GH_AW_MAX_TURNS: 10
