The daily skill-optimizer workflow was failing at runtime because the repository had no root SKILL.md, and optimizer config was being regenerated each run instead of reviewed in-repo. This change makes optimizer prerequisites explicit, versioned, and fail-fast.

Root prompt-surface contract for optimizer
- Added /SKILL.md at repo root for the prompt target surface.
- Covers: what gh aw does, core concepts (compilation, engines, MCP/safe outputs), and representative CLI usage examples.
Versioned optimizer configuration
- Added committed .skill-optimizer/skill-optimizer.json (instead of relying on per-run regeneration).
- Keeps model/task/iteration/pass-rate settings reviewable via PRs.
- Normalized perModelFloor to 0.6 for clean, intentional config precision.
Fail-fast workflow guard
- Updated daily-skill-optimizer workflow source to validate SKILL.md exists before running optimizer.
- Prevents wasted runtime and surfaces a clear actionable Actions annotation.
Operator guidance in repo policy docs
- Updated AGENTS.md with a focused section pointing to .skill-optimizer/skill-optimizer.json as the tuning source of truth.
