Community Attribution Update

This PR updates the Community Contributions section in README.md by adding three newly discovered community attribution candidates that were closed but not yet linked to specific merged PRs.

Changes Made

  • README.md: Added 3 new issues to the "⚠️ Attribution Candidates Need Review" section
  • Community Contributors Wiki: Updated with recent additions (2026-04-23 through 2026-04-26) showing 5 newly resolved issues, bringing total to 453 resolved issues

New Attribution Candidates (Tier 4)

  • @askpaisa for #28389 - create_pull_request returns patch file instead of creating PR when multiple PRs exist — closed 2026-04-25, NOT_PLANNED
  • @samuelkahessay for #22585 - Feature request: force-rerun semantic for workflow_dispatch against the same bound issue — closed 2026-04-23, NOT_PLANNED
  • @pelikhan for #19851 - Trolql — closed 2026-03-06, NOT_PLANNED

Attribution Strategy

Applied the five-tier community attribution strategy:

  • Tiers 0-2: Pre-computed and verified in pre_attributed.json (453 total issues)
  • Tier 3: Investigated cross-references using GitHub MCP tools
  • Tier 4: Identified 3 candidates requiring maintainer review (all NOT_PLANNED status)

The three new entries are marked for review because they were closed without a completed resolution, indicating they may be feature requests, known limitations, or issues resolved through other channels.

Wiki Update

Updated the Community Contributors wiki page to reflect:

  • Current total: 453 community issues resolved (as of 2026-04-26)
  • New "Recent Additions" section for 2026-04-23 through 2026-04-26
  • 5 newly added direct issue contributions
