[FAQ] Add: enterprise billing, cost controls, and retry cost FAQ entries

Adds three new FAQ entries to the Costs & Usage section, prompted by a customer question in github/agentic-workflows#495.

New entries:

• Are GitHub Actions minutes billed separately from AI usage? — clarifies the two independent cost streams
• How do I control and cap AI spend? — covers org-level Actions spending limits, AI provider dashboards, and per-repo key attribution
• How do retries and frequent triggers affect cost? — explains per-execution cost and how to limit trigger frequency

This is a new addition; no existing entries were modified.
