pod62html tweaks

• Pretty up the script itself.
• Update Pod::To::HTML so class names are rendered correctly (see Issues related to rendering Pod6 in GitHub raku-community-modules/Pod-To-HTML#55).
• Bring in additional dependencies.
• Remove JRuby from the build matrix. It hasn't compiled in a long time.
• Stop installing Pod::To::HTML and dependencies with zef in Travis, to better mirror how this is used on github.com servers.

This has been deployed -- due to security concerns (as discussed) I had to replace the content of pod62html with slurp.put; in b8843a4.
