This sets up a very minimal Jekyll website. Directions for running it are in
CONTRIBUTING.md.@nayafia note that I moved the content from
_contentto the top level. Originally I was thinking we needed to use a Jekyll collection, but I don't think that will be necessary./cc @sophshep
