Fix TGD_B2a uses correct B2a data delay

Summary

• BCNavBit::SetEphemeris теперь пишет TGD_B2a из tgd_ext[3] (B2a data), согласно BDS-3 ICD
• убрана ссылка на tgd_ext[1] (B1C), из-за которой TGD_B2a уходил неверный и искажал ионосферную поправку в сообщениях BCNAV

You are correct. Here it should be assigned tgd_ext[3]. One more slight change before merge: according to definition of BDS B2a ICD and definition of tgd_ext array, [3] is for B2ap, so the comment should be B2ap instead of B2ad
