Move annotations from group to rules in PrometheusRule #431

Summary
The annotations field in the PrometheusRule CRD is no longer a part of a rule group and has been moved
under each individual rule.
This chart currently places additionalRuleGroupAnnotations under the groups item, which is
incorrect according to the current specification.
