Flicker free robust terminal rendering

Core features still needed:
Ability to quickly toggle between regular and alternate buffer mode.
Regular buffer mode that behaves like alternate buffer mode but adds the correct content to the backbuffer.
Performant alternative for Ink static
Fixes to avoid rendering content outside the current window area that work for non-alternate buffer mode.

Fix blockers to users adopting alternate buffer mode that prefer it:
scroll speed fixes, scroll bounce fixes for IntelliJ, seamless selection support.

guys again back the flickering / crazy scrolling in the console with the latest version this is tedious VERY.

I'm making good progress on a private branch fixing all of this e2e. Fixes are less composable than I would like but the E2E results are looking extremely promising.
