Kitty support for Windows Terminal

Windows Terminal merged Kitty support with microsoft/terminal#19817 and it's available in the canary release. Unfortunately, it does not seem to work with GCLI so shift+enter still doesn't work. We need to figure out why kitty codes isn't being enabled properly.

I was able to get shift+enter working with the following test script. So something must be going wrong elsewhere.
