When IDE mode is enabled, the "No, suggest changes (esc)" is not available? This prevents providing natural language feedback #8433

Description

What happened?

when IDE mode is enabled, the "No, suggest changes (esc)" option is explicitly hidden and changes are only possible through code within the editor. However, when IDE mode is not enabled, the "No, suggest changes (esc)." appears - I find this inconsistent as I want to provide natural language feedback even when VSCode shows the changes in a visual diff. I don't want to edit the code, but want to steer the model

What did you expect to happen?

always show "No, suggest changes (esc)" when suggesting changes
