Update `cro3 build` for new build process

cro3 build --full failed with below error.

18:45:48.900: ERROR: build_packages has been renamed to `cros build-packages`.  Please call as `cros build-packages '--board=brya' --withdev`.

It is a time to update the command and use the latest build process.

build-image is also changed to cros build-image.
