Colombia (CO) subdivisions are missing

Hi, seems that the information for Colombian subdivisions are not present in https://i18napis.appspot.com/address/data/CO

They can be retrieved from https://en.wikipedia.org/wiki/ISO_3166-2:CO

The format is:

Administrative Area = Department
Locality = City
Dependant Locality = Town
Postal Code = Postal Code

Also, there is csv file that can be used as an official starting point to get postal codes and cities. http://visor.codigopostal.gov.co/472/visor/Codigos_Postales_Nacionales.csv or this one: https://es.wikipedia.org/wiki/Anexo:Códigos_postales_de_Colombia
