Continuation of #25, it appears #25 has gone stale lacking a response from the author.

Adds #include <chrono> to platform/c++11/platform.h.

I moved the include directive down a few lines like suggested by @m3bm3b.

The original author, @NEIL-smtg is includes a Co-Author in the commit message.

I had to remove the Co-Authored-By line because it doesn't appear Neil's email is still covered under the CLA.
