Test modules not saved when creating NEW device

Describe the bug
When a new device is created in the user interface, the selected modules for the device are not saved in the device configuration.

To Reproduce
Steps to reproduce the behavior:

1. Go to device repository
2. Click Add Device
3. Create a new device with modules selected
4. View the newly created device, and inspect the selected test modules.

Expected behavior
Selected test modules should be saved.

Error logs
No error messages
