test-run/base not found on fresh install

test-run/base is not found on fresh install from the main or dev branches resulting in error when running cmd/start

test-run/base image must be built manually before running cmd/start

Suspect this is an ordering issue, where the network orchestrator tries to build an image which depends on test-run/base before it is built
