Log level always info

In CI, the config sets "log_level": "DEBUG" , but it seems to stick to "INFO" .

I haven't tested this outside of CI yet, but I can't see any reason for it not to occur there.

This is because the logger in the common folder had not been updated to point to the new config location. I am fixing this in the Sprint 8 hotfix branch.
