This merges the OVS module code directly into the network orchestrator. It also adds specific validations and failure points around the baseline network creation and network modules.
Issue #20 mentions OVS failures but only shows issues related to namespaces and other various ip related commands. This should be addressed in a separate issue specifically dealing with non OVS commands.
