Looks like some input handling may have been added to the Compute API upstream. We started getting this error this morning:

ApiError: Invalid value for field 'resource.autoscalingPolicy.minNumReplicas': '0'. The minimum number of instances must be at least 1 when maximum number of instances is greater than...(cutoff)

Fixed by setting minReplicas to 1.
