[Storage] Requester Pays question and file upload bug

I have the following question and also a bug that I'm unable to upload an object when RequesterPays is enabled.

• public function bucket($name, $requesterPays = false)

The name $requesterPays is confusing because it is used to set UserProject which isn't requester pays specific, but a parameter to assign operational costs. Is it still possible rename or add an alias?

• Rest->insertObject

The Rest->insertObject method doesn't support userProject.

Yes, this is on my todo list for the next couple of days as part of #696. I'll cc you on the PR to get your thoughts once I'm done with it.

The Rest->insertObject method doesn't support userProject.

This should be fixed as part of #694, currently in review. That PR covers additional storage methods we didn't have coverage for previously, and adds some more test coverage on the unit test side.
