Data Catalog: add sample for creating a fileset entry

Fileset operations were added to Data Catalog's API and the client library supports them since 2019-10-23 (https://googleapis.dev/python/datacatalog/0.4.0/changelog.html#id1). Samples are now required, to update the official docs.
