For pyarrow, release 0.16.0 adds python 3.8 support as per https://pypi.org/project/pyarrow/0.16.0/. For fastavro, I can't find the release that adds 3.8 support but it does seem like it's now supported on 3.8 as per https://pypi.org/project/fastavro/.
