Add possibility for specific regulatory text

The feature

Make it possible to pick up the regulatory text URL from the qualifiers on the statement at the organization.

Why?

Sometimes the actual main regulatory text is very wide, and not so helpful for the reader, but it is possible to model it on the statement to something more specific.

Just noting that this can probably be done entirely in organization-optional.rq with an extra OPTIONAL in row 22-27 which looks for this and then BIND with a COALESCE, prioritizing the more specific if it exists.
