Get Birth Certificate Schema needs to be reviewed

There are some fields in the JSON that are deemed as required on the frontend, but are described as optional on the backend, although no alternative is provided.

For example:

The relationshipToPerson, and relationshipOtherDescription, can both have required false for now, as either of them can be provided for that field.

However, reasonForOrderingCertificate is described as required in the Frontend, however, on the backend it has required: false.
There may be others that may need to be reviewed.
