Add support for linux riscv64

1. Add RISC-V64 Linux platform support
2. Enable compatibility with glibc-2.32+
3. Verified through successful compilation and test execution on RISC-V Linux.

It appears that this feature will not be included in Gradle 9.3. Is it possible that we'll get it in Gradle 9.4?

We figured that we currently can't compile native binaries for this platform (we also can't test on this platform, but that is another issue), so this will have to wait we have a better support for native cross compilation probably with zig as we do in https://github.com/gradle/gradle-fileevents.

Due to that we won't be able to include it in Gradle 9.4.0.
