I'm not sure if this is related to this PR or if this is the previous OOM issues but I can't seem to get a passing build on vercel. |

Now that nextjs has reached v13.1.x, I think it is a good time to update. Most of the new features are opt in and so this isn't the biggest upgrade, it sets us up to incrementally improve the app with some of the new things like better images, turbo pack builds (goodbye OOM build errors?!) and better prefetching behavior.
Not necessarily trying to get this merged right away, but want to stew on this and test around a bit.
