Based on the docs (https://github.com/uesteibar/reviewer-lottery#reviewer-lottery-github-action), I think it might need to be .yml instead of .yaml.
You can test this by temporarily removing the if: github.actor == 'dependabot[bot]' || github.actor == 'dependabot-preview[bot]' line, and seeing if the action runs and adds the reviewer.
