Change practice of building and deploying VRMS (with dev and prod)

Overview

We need to move back to a system where features are pulled into prod so that we don't get unfinished features from dev

Action Items

• Update prod branch to a more recent version of the app with User Permission Search feature branch merge (revisit to ensure recent high priority PRs are included)
