Set up local development MongoDb docker container

Story

To facilitate development, it would be very helpful for us to have local development databases that we can spin up and down as needed - modify, break, etc. This ensures a single developer's changes doesn't break other developers environments, and should improve overall velocity.

Instructions

2. Add a MongoDb resource to the docker environment
