Implement basic Pre-Commit hook to setup CI for Tables project

Overview

This issue aims to implement a pre-commit hook on Github Action that perform linting, formatting checks and leak check

Action Items

• Research and evaluate ideal tool for each features, ie linting (e.g., ESLint or aside), formatting (e.g., Prettier), and leak checks (e.g., GitLeaks)

• Create new branch for the issue

• Set up pre-commit workflow configuration file

• Submit PR for code review

• Merge branch to main
