Overview
Create a Contributing Code page for the Tables project which document Installation Instructions and To Contribute Code sections that demonstrate how to setup the project with Prerequisites installation (eg. Clasps) and the CI/CD workflow for the project

- Update per-requisties and summary about the project (see hackforla.org)
- Provide information on which Tools your team is using for the project (Clasp)
To Contribute Code
- Document the Pre-Push workflow
- Document the Pre-Commit workflow
- Document steps to create Pull Request
