Set up notification email to submitter once their Win is published

Overview

Based on user research, users would like to be notified via email once their win is published to the hfla website. They would like a link to their published win. The notification process needs to be setup. `

Please don't forget to add the proper labels to this issue. Currently, the labels for the following are missing:
