Correct path to md file in add-label.js so that Update Instructions displays on issue comments

Overview

In the formatComment() function in add-label.js, the path to the .md file is incorrect. Because of this, when the To Update ! and 2 weeks inactive labels the accompanying update-instructions-template.md is not displaying.

Action Items

In add-label.js, line 306, update path to:

const path = './github-actions/trigger-schedule/add-update-label-weekly/update-instructions-template.md'
