Enable MSAN in JIT mode

It's now possible to use the MemorySanitizer with JITted code (see https://github.com/google/sanitizers/wiki/MemorySanitizerJIT for details). We should try to enable this so that we can increase sanitizer coverage across all of our tests (many of which are JITted.)
